Firefighting teams take over high-rise, race up 10 flights for ...

Three times yesterday, separate teams of 60 or so firefighters raced to put out imaginary fires at the 11-story building. The San Diego Fire and Rescue sent teams from as far away as Rancho Bernardo to the north and the Mexican border to the south.

Between 10 and 12 fire-fighting vehicles were involved in each drill, including a helicopter that circled the unfinished building, radioing commands to the firefighters inside. Although the exercise involved 60 percent of the fire department's vehicles, enough were left behind to cope with actual fires that might have taken place yesterday, said Battalion Chief Jon Handley.

The firefighters raced to the 10th floor to put out the nonexistent fire as well as check to see whether anyone needed help.

"Fire Department!" they called out.

The trickiest issue relates to the Gorshkov deal that has been hanging fire for more than four years since India agreed to pay $ 1.5 billion for retro-fitting of the aircraft carrier that Russia had initially offered as a gift. The Russians have since been demanding for an additional payment of $ 1.2 billion for the delivery of the aircraft carrier that is going to take at least three more years for delivery.

The Indian side has done some hard talk with the Russians and even dropped hints of adopting enough is enough approach. This would have meant the Russians left with no choice but to keep Gorshkov, rechristened INS Vikramaditya by India, in the Russian Navy.

Police and Tasers: Hooked on Shock

The past couple of weeks have been rocky on the stock market, but one company that hasn't been suffering too much is Taser International. At the end of January, its stock jumped by an impressive 8 per cent, and it's even higher today.

Matthew McKay, a stock analyst at Jeffries & Co. in San Francisco, cites a simple cause: news that the Toronto Police Services Board plans to buy 3,000 new Taser electroshock weapons, at a cost of $8.6 million for gear and training. If the deal goes ahead, tasers would become standard issue weaponry for all of Toronto's frontline officers, right next to their handcuffs and batons.

Siegler proposes an innocence panel

Harris County district attorney candidate Kelly Siegler proposed Wednesday that the agency set up an independent committee to review convicts' claims of innocence.

In various ways, she and the three other candidates in Tuesday's Republican primary have called for a change in the agency's overall viewpoint about the justice system.

But Siegler, the only current prosecutor in the contest, said she collected opinions from voters before suggesting creation of the committee and making other reform proposals.

"It's taken me a while to come out with these ideas because I put a lot of thought into it," she said.

The committee would be made up of defense lawyers, prosecutors, investigators, community leaders and former judges, she said, and would be in a position to identify flawed convictions before such cases could be fully considered by appeals courts.

B.C. adds own probe into Taser death

Premier Gordon Campbell apologized yesterday on behalf of all British Columbians for the death of Polish immigrant Robert Dziekanski.

And the B.C. government launched a "full public inquiry" into his death at Vancouver International Airport.

Campbell said the impact on Dziekanski's mom was "devastating in more ways than I can imagine."
